Africa possesses some of the world’s largest renewable energy and critical mineral resources, yet the continent continues to attract only a small fraction of global clean energy investment, highlighting a financing gap that threatens to slow its transition towards sustainable industrialisation. As policymakers, investors and development institutions prepare for the inaugural GreenWorks for Africa Forum in August 2026, attention is increasingly shifting from resource potential to the financial and institutional reforms needed to convert natural wealth into long-term economic growth.
According to the United Nations Conference on Trade and Development (UNCTAD), Africa holds approximately 30% of global reserves of critical minerals essential for electric vehicles, battery storage and renewable energy technologies. At the same time, the International Energy Agency estimates that the continent possesses around 60% of the world’s highest-quality solar resources. Despite these advantages, Africa receives only about 2% of global clean energy investment, underscoring a persistent disconnect between resource availability and capital allocation.
The challenge is rooted less in geology than in finance. Investors continue to price African projects at significantly higher levels of risk than comparable investments elsewhere, driven by concerns over currency volatility, sovereign debt sustainability, regulatory uncertainty and political risk. These factors translate into substantially higher borrowing costs for governments and private developers, reducing the commercial viability of renewable energy infrastructure, industrial processing facilities and climate-related investments.
This financing imbalance has become one of the defining constraints on Africa’s energy transition. Barbados Prime Minister Mia Mottley has repeatedly argued in international climate negotiations that developed economies are able to borrow at interest rates of between one and four percent, while many developing countries face financing costs exceeding 14%. Such disparities substantially increase the cost of deploying renewable energy, climate adaptation projects and industrial infrastructure, even where natural resources are abundant.
Debt dynamics further complicate the investment landscape. According to recent fiscal assessments, Kenya’s debt-service-to-revenue ratio reached 67.1% in mid-2025, more than twice the International Monetary Fund’s recommended threshold of 30%. Similar pressures are evident across several African economies. According to the World Bank’s Africa Pulse report, many governments are now allocating larger portions of public revenues to servicing debt than to investments in infrastructure, education, healthcare or industrial development, limiting their ability to finance long-term economic transformation.
These constraints have significant implications for Africa’s broader development agenda. While renewable electricity generation has expanded rapidly in several countries, financing limitations continue to slow investment in transmission networks, storage systems, manufacturing capacity and industrial value chains that could generate employment and improve economic resilience.
Kenya illustrates both the continent’s progress and its remaining structural challenges. Approximately 90% of the country’s electricity is generated from renewable sources, including geothermal, hydroelectric, wind and solar power, making Kenya one of Africa’s cleanest electricity systems and the continent’s largest producer of geothermal energy. However, economic gains from this energy transition have yet to fully translate into broad-based employment opportunities. According to the Kenya National Bureau of Statistics Economic Survey 2025, youth unemployment and underemployment remain persistent challenges, while informal employment continues to absorb the majority of new entrants into the labour market.
The issue increasingly confronting policymakers is therefore not only how to expand renewable energy generation but how to use clean electricity as a platform for industrialisation. Reliable low-carbon power could support the development of domestic manufacturing industries in battery assembly, electric mobility, green hydrogen, sustainable construction materials, climate-smart agriculture and mineral processing, sectors expected to experience growing global demand as countries accelerate decarbonisation.

The African Continental Free Trade Area (AfCFTA) provides an additional opportunity to strengthen regional value chains by enabling countries to specialise in different segments of clean energy manufacturing while expanding regional markets for sustainable products and services. Greater policy coordination could improve economies of scale, attract private investment and reduce dependence on imported technologies.
Achieving these objectives will require financing models that extend beyond traditional public borrowing. Blended finance, concessional capital, sovereign guarantees, local currency financing and risk-sharing mechanisms are increasingly viewed as essential tools for reducing investment costs while attracting institutional investors into African infrastructure projects. International development finance institutions are also expected to play a growing role in lowering perceived investment risks through credit enhancement and project preparation support.
Institutional quality will be equally important. Investors continue to emphasise regulatory certainty, transparent procurement systems, stable energy policies and predictable governance frameworks when evaluating long-term infrastructure investments. Strengthening these institutions may prove as significant as expanding renewable generation capacity itself.
The forthcoming GreenWorks for Africa Forum is expected to examine how governments, financial institutions, development partners and the private sector can strengthen these enabling conditions. Discussions are likely to focus on mobilising investment while ensuring that the continent’s abundant natural resources support domestic industrial development rather than continued exports of unprocessed raw materials.
For Africa, the success of the green transition will ultimately be measured less by installed renewable capacity than by its contribution to broader economic transformation. Expanding access to affordable finance, strengthening institutions and developing regional industrial value chains will determine whether the continent converts its renewable energy potential into higher productivity, competitive industries, quality employment and greater economic resilience. The infrastructure Africa requires for its green century is therefore not limited to power plants and transmission lines. It also includes financial systems, regulatory institutions and investment frameworks capable of translating resource wealth into sustainable prosperity.
