Sustainability and energy investments in the Republic of Congo in 2025

The Republic of Congo is making notable progress in sustainability and energy development, with a range of ambitious projects aimed at expanding clean energy access, promoting climate action, and attracting international investment. In 2025, the country is launching key initiatives in hydroelectric power, renewable energy, and climate justice while also hosting the Congo Energy & Investment Forum (CEIF 2025) to strengthen regional and international partnerships.

Sounda Hydroelectric Dam 

One of the most significant energy projects is the Sounda Hydroelectric Dam, a $9.4 billion investment designed to generate between 600 to 800 megawatts (MW) of clean electricity. Located in the Kouilou district, about 130 kilometers from Pointe-Noire, the dam is expected to play a crucial role in reducing the country’s dependence on fossil fuels while increasing access to sustainable energy. Construction is set to commence in early 2025, with completion projected by 2030.

BIODEV2030 – Advancing biodiversity conservation

The second phase of the BIODEV2030 project was recently launched, marking a continued effort to integrate biodiversity conservation into national policies. This initiative focuses on strengthening biodiversity governance, engaging multiple stakeholders, and securing financing for conservation efforts. It builds on the first phase (2020–2022), which identified key sectors such as agriculture and mining for biodiversity mainstreaming.

Ignié 2021–2046 Renewable Energy Project

As part of its commitment to sustainable energy expansion, the Republic of Congo has formalized agreements for the Ignié 2021–2046 Renewable Energy Project. In December 2024, the government signed project specifications with Tinda Energy and China’s Complant. The project includes the construction of a 50 MW solar photovoltaic plant in the Ignié special economic zone, expected to attract foreign investment and support industrial development.

C-15 Climate Justice Initiative – Carbon Offsetting and Reforestation

During COP29, President Denis Sassou Nguesso highlighted the C-15 Climate Justice Initiative, emphasizing the need to recognize natural capital—such as forests and water resources—in GDP calculations. Under this initiative, the Republic of Congo is set to receive $8 million from carbon offset payments, positioning itself as a leader in climate action and carbon trading. Additionally, the government has proposed a Global Decade for Afforestation and Reforestation at the United Nations General Assembly to drive further international climate efforts.

Integrated Energy Access and Bacasi Projects

In addition to large-scale energy infrastructure, the Integrated Energy Access Project and the Bacasi Project aim to expand electricity access, especially in rural areas. These projects align with national efforts to improve energy security and promote sustainability by incorporating clean energy solutions into existing infrastructure.

Congo Energy & Investment Forum (CEIF 2025) – Boosting Investment in Energy

A major highlight of 2025 is the Congo Energy & Investment Forum (CEIF 2025), scheduled to take place from March 24–26 in Brazzaville. Organized under the patronage of President Denis Sassou Nguesso and supported by the Ministry of Hydrocarbons and the Société Nationale des Pétroles du Congo, CEIF 2025 aims to connect project developers, investors, and policymakers. The forum will showcase opportunities in hydrocarbon exploration, gas monetization, green energy, and downstream industries, strengthening regional energy partnerships.

Notably, Nigeria’s Minister of State for Petroleum Resources (Oil), Heineken Lokpobiri, will participate as a speaker, reflecting ongoing efforts to boost oil production and foster collaboration between Nigeria and the Republic of Congo.

With significant investments in clean energy, biodiversity conservation, and climate justice, the Republic of Congo is positioning itself as a key player in Africa’s sustainable development agenda. The launch of CEIF 2025 further demonstrates the country’s commitment to attracting global investors and advancing its energy sector through innovative, sustainable solutions
